What Are Consent Decree Cities?

Like the Department of Justice Civil Rights Division (“DOJ”), The Initiative: Advancing the Blue & Black Partnership believes that positive police engagement with the community is an effective way to improve relationships and a powerful remedy to unlawful police practices. For that reason, The Initiative tracks DOJ’s consent decrees issued against U.S. police departments found to have engaged in a pattern-or-practice of unconstitutional policing (“Consent Decrees”).

A significant component of DOJ Consent Decrees requires the police agency to communicate directly with community members, because, as DOJ states, “the community must be heard.”
